COSTARS is the  Commonwealth of Pennsylvania’s Cooperative Purchasing Program that enables registered and eligible Local Public Procurement Units and State-affiliated entities (together Members) to leverage contracts established by the Commonwealth’s Department of General Services (DGS) to cost effectively and efficiently identify suppliers with whom to do business.

There are over 7822 members including local governments, public authorities, fire & rescue services, and non-profit health & education entities.
